We are in receipt of your letter of the

Chamberlain when conducting the correspondence alluded to there- -in, our clients have no knowledge on the point and must refer

the matter home for instructions.

What Mr. Chamberlain's intention may havO

been (and we do not agree that it is "quite clear*) does not

seem so much to the point as what the intention of the Legis-

-lature was in enacting the Ordinance. There is nothing in the

extracts yon quote to shew that Mr. Chamberlain did not alter

his intention or that the Legislature did not expressly over-

-ride it.

In view of the extract from the letter of

the 14th. March, 1902, which you quote, the presumption is

that such intention was in fact altered or ERORISES overw

-ridden as we cannot assume the Government would disregard Hr.

Chamberlain's instructions.

Your letter under reply does not deal in

any way with the principle contained in paragraph 5 of our

letter of the 20th. instant.

to postpone the second reading of the proposed Bill until our clients have had an opportunity of communicating with their

Head office both on the subject of the correspondence with Mr. Chamberlain and of the principle put forward in paragraph ♬ in
